Merger Study Information

  • The Boards of Education of the Clymer Central School District, Sherman Central School District, and Panama Central School District held a joint meeting on Thursday, November 13, 2025, to select a consultant firm to conduct a merger feasibility study.

    Following detailed presentations by two consulting firms, the three Boards voted to jointly engage White and Partners LLC  to conduct a comprehensive merger feasibility study.  For further information regarding White and Partners LLC, please click here for a PDF of the proposal..

    The primary purpose of the comprehensive merger feasibility study is to provide the Boards of Education, district residents, and taxpayers with objective data and expert analysis regarding the potential impacts of consolidating the three school systems. This study will thoroughly examine various aspects of a unified district, including projected educational programming enhancements, long-term financial implications, potential tax impacts, facility utilization, transportation logistics, and community feedback. The goal is to determine if a merger would offer improved educational opportunities and fiscal stability for students and residents across all three communities. 

    The cost of the merger feasibility study is expected to be substantially offset by the New York State Local Government Efficiency Grant and/or BOCES Aid which maximizes efficiency and reduces local taxpayer burden.

    The next step in this process is for the Board of Cooperative Educational Services (BOCES) to formally approve the bid for the study at their upcoming board meeting scheduled for December 10, 2025.

    Further information and opportunities for community input will be announced once the study is underway.
